As per the issue description, I think that the Microsoft Store database might be broken and that is the reason the download is switching between installing and downloading.

To have better clarity on the issue, answer the below listed questions.

1) Provide us the make and model number of your PC.

2) Are you facing this issue while trying to download any other games from Microsoft Store?

3) Have you installed any antivirus program on your PC except Windows Defender?

4) Is your PC up-to-date? You can check that by going to Settings > Update and Security > Windows Updates and download and install all the pending updates for your PC if there are any.

Meanwhile, try the below troubleshooting steps:

Before trying the below steps, try to use a different internet connection as well.

Step 1: Logout from Microsoft Store and close it.

Step 2: Press the 'Windows' key and the 'R' key from your keyboard and type 'WSRESET' without the quotes and hit Enter.
