These products were created by scanning an original printed edition. Most older books are in scanned image format because original digital layout files never existed or were no longer available from the publisher.
For PDF download editions, each page has been run through Optical Character Recognition (OCR) software to attempt to decipher the printed text. The result of this OCR process is placed invisibly behind the picture of each scanned page, to allow for text searching. However, any text in a given book set on a graphical background or in handwritten fonts would most likely not be picked up by the OCR software, and is therefore not searchable. Also, a few larger books may be resampled to fit into the system, and may not have this searchable text background.
For printed books, we have performed high-resolution scans of an original hardcopy of the book. We essentially digitally re-master the book. Unfortunately, the resulting quality of these books is not as high. It's the problem of making a copy of a copy. The text is fine for reading, but illustration work starts to run dark, pixellating and/or losing shades of grey. Moiré patterns may develop in photos. We mark clearly which print titles come from scanned image books so that you can make an informed purchase decision about the quality of what you will receive.
Original electronic format
These ebooks were created from the original electronic layout files, and therefore are fully text searchable. Also, their file size tends to be smaller than scanned image books. Most newer books are in the original electronic format. Both download and print editions of such books should be high quality.

tl;dr: Many of Modiphius' fans were upset about their intention to employ Gareth-Michael Skarka, an RPG designer behind one of the biggest Kickstarter fiascos in the RPG field, on their projects. They said publicly they weren't using him but it turns out they lied.

Gareth-Michael Skarka (GMS) is a long-time RPG designer who got in early on Kickstarter with the Far West RPG. That project is now over six years late, and GMS has lied repeatedly about progress on the project. Understandably, backers and others are very upset at his behavior.

GMS has, however, been employed as a freelancer by other companies. In particular, he has a relationship with Modiphius Entertainment. On their Kickstarter for Robert E. Howard's Conan: Adventures in an Age Undreamed Of, they announced they would use him as a freelancer, but after an outcry from backers they agreed to use him only when Far West was complete (see the comments here).

StarLater, they announced that he was part of their stable of writers for their new Star Trek Adventures RPG. There was another outcry, and they stated publicly that GMS was not involved in the core book but would be on later supplements. They promised to announce his involvement in any products so that fans could make an informed choice. These declarations were made in mid-June 2017 (see for example this post); the pdf of the core book was released to pre-orders less than a month later. (This means the text must have been complete, given the usual turnaround for art and layout.)
Very recently, GMS announced that he had in fact contributed text to the core rulebook and to the forthcoming Beta Quadrant book, and Modiphius acknowledge this:

I find this impossible to believe. At best, Modiphius lied to their customers when they agreed to announce which books Skarka had worked on. At worst - and far more likely in my opinion - they hid Skarka's involvement because their relationship with him was more important than their relationship with their customers.
I will NOT tolerate being lied to by a business. Before this latest episode, I wouldn't have bought any of the books Skarka's involved in - because I don't like his behavior to his backers (to be clear, it's the lying and pettiness I don't like; I have less of a problem with late delivery). But I wouldn't have held it against Modiphius' other games. Now, though, I simply won't buy anything from Modiphius. Their customers deserve honesty.
